Emotional Support Animal (ESA)
Housing Evaluations
At Behavior in Balance, Emotional Support Animal (ESA) documentation is provided only after a structured clinical evaluation conducted by a licensed mental health professional.
Emotional Support Animals are recognized under the Fair Housing Act (FHA) as a reasonable housing accommodation for individuals with qualifying mental or emotional disabilities. An ESA is not considered a pet and may be permitted in housing that otherwise restricts animals when appropriate documentation is provided.
What is an ESA evaluation?
ESA documentation requires a clinical determination that:
• A person has a qualifying mental or emotional disability
• The animal provides therapeutic support that helps alleviate symptoms or functional impairment related to that condition
Evaluation includes
clinical intake questionnaire
review of mental health history and symptoms
assessment of functional impact on daily living
The role the animal plays in emotional regulation or symptom reduction
This process helps ensure recommendations are clinically appropriate and consistent with federal housing guidance.
Evaluation Outcome
If the clinical evaluation determines that ESA documentation is appropriate, a written recommendation will be issued.
If the criteria for an ESA accommodation are not met, documentation will not be provided.
Evaluation Fee
ESA Clinical Evaluation: $90.00
The fee covers the clinical assessment.
It does not guarantee that a letter will be issued.
If the evaluation supports an ESA recommendation, a housing accommodation letter will be provided following the appointment.
Important Limitations
ESA documentation provided by Behavior in Balance:
applies only to housing accommodations under the Fair Housing Act
does not certify or register an animal
does not grant public access rights (service animal laws are separate)
does not apply to airline travel
